Meet the Team

Since our founding in 2019, the Baltimore City Resource Parent Association has developed and grown in a positive direction. We’re a team of foster parents who are very proud of all the hard work we dedicate to helping our fellow resource parents in Baltimore City. The diversity of our staff and their abilities to contribute their own unique experience and skills has lead to our success. Find out more about some of our team members below.

Bill Blevins

President

Bill Blevins is a foster parent, advocate, and community leader dedicated to supporting children and families throughout Maryland. As President of the Baltimore City Resource Parent Association and Vice President of the Maryland Resource Parents Association, Bill works to strengthen support systems for foster, kinship, and adoptive families while advocating for policies that improve outcomes for youth in care.

Bill and his wife, Caitie, have served as Resource Parents in Baltimore City since 2019. Together, they are raising two biological sons, two adopted sons, and one foster daughter. Their family is deeply rooted in faith, service, and community, spending much of their time coaching and participating in team sports together while remaining actively involved in their church, where they help lead both Couples and Deaf Ministry programs.

Known for his collaborative leadership style and passion for advocacy, Bill focuses on family preservation, foster parent support, housing stability for youth aging out of care, and expanding resources for vulnerable children and families. Through both his leadership and lived experience, he continues to work toward strengthening families and improving outcomes for children across Maryland.

Cherie Brown

Co -Vice President

Cherie and her husband, Patrick, have been Baltimore City Resource parents since 2019. They live in Severn, MD and currently have a 13- and 10-year-old foster sons. They enjoy watching movies, game nights and playing music. He and Cherie are dedicated to encouraging and inspiring young people towards academic, personal, and spiritual excellence.

Alice Cook

Co -Vice President

Alice Cook is a resource parent living in the west side of Baltimore City. She began serving as a resource parent in April 2019 and primarily fosters teens. Alice is an educator focused on community-based work and alternative educational programs. She works at Baltimore City Public Schools with the Credit Recovery programs, and she is the owner of Solidarity for Justice Consulting, LLC, through which she works with small businesses and nonprofits. Alice is a PhD candidate in Minority and Urban Education at the University of Maryland, College Park, where she is writing her dissertation on the experiences of young adults who experienced the foster care system. Her life aim is to build community and work in solidarity with others to abolish systems of oppression. To paraphrase Audre Lorde, none of us are free until all of us are free.

Jose Moreno

Treasurer

José Moreno is a dedicated foster parent, advocate, and community leader committed to supporting children and families throughout Maryland. Alongside his wife, De’Jonnae Boyd Moreno, he has opened his home to numerous children in foster care and become a respected voice for family preservation, stability, and opportunity for youth in care.

Featured in The Baltimore Banner for their work as foster parents, José and De’Jonnae have emphasized the importance of reunification and providing safe, supportive spaces for children in care. José brings a background in public policy, advocacy, and community engagement, and is passionate about creating meaningful change both inside and outside the foster care system. Together, they are known for their compassion, leadership, and unwavering commitment to strengthening families and uplifting their community.

Mike Hall and Virginia Richards

Secretary & Co-Secretary

Virginia Richard is a dedicated Baltimore City foster parent and advocate committed to supporting children and families through compassion, stability, and service. Alongside her husband, Mike Hall, she has opened her home to children in foster care and has become a valued member of the foster care community through her commitment to providing safe, nurturing, and supportive environments for youth in need.

Virginia and Mike have a 15-year-old son and have served as resource parents since 2022. During that time, they have welcomed two long-term infant placements into their home, providing consistent love, care, and stability during critical stages of development. They are also active members of Foster the Family Baltimore, where they continue to connect with and support others in the foster care community.

Known for her caring spirit and dedication to strengthening families, Virginia is passionate about helping children feel seen, supported, and empowered during difficult transitions. In June 2024, after 31 years of teaching, Virginia retired from education in order to care for their medically complex foster son. Mike also retired in February 2026 from Raytheon, further allowing their family to devote time and energy to serving children and families.

Together, Virginia and Mike are respected for their willingness to serve others and their ongoing commitment to making a meaningful impact in the lives of children and families throughout Baltimore City.
